Hard Service Lead
JOB OVERVIEW
You will maintain all site facilities hard services, civil, structural and architectural systems in optimal condition. You must follow Good Manufacturing Practice (GMP) and EHS requirements. Your role includes managing facility and utility operations to support daily laboratory operations and general business activities with 24/7 standby responsibilities.
KEY ROLES AND RESPONSIBILITIES
Technical Leadership
• Maintain all site facilities hard services within GMP and EHS requirements
• Manage facility and utility operations to support laboratory and business activities
• Maintain and optimize HVAC systems critical to GMP operations
• Develop maintenance strategies and best practices to achieve KPIs
• Apply risk-based approaches to improve maintenance programs
• Troubleshoot general building mechanical and electrical equipment
• Execute and close Work Orders per schedule
• Perform regular preventive maintenance tasks to ensure asset integrity
• Plan and coordinate vendor site servicing activities
• Initiate and update site field manuals and SOPs as required
Engineering and Technical Expertise
• Read, interpret, and understand complex engineering drawings and technical specifications
• Work independently with minimal supervision on complex technical issues
• Review and approve engineering changes, modifications, and technical documentation
• Provide technical guidance and solutions for mechanical and electrical systems
• Analyze system performance and recommend improvements
Emergency Response and Availability
• Provide 24/7 standby coverage for emergency response
• Respond to site emergencies after office hours and weekends when team is unavailable
• Maintain readiness to respond immediately to critical facility issues
• Act as escalation point when team members cannot respond in time
Budget Management
• Manage and control Engineering budget
• Attend all budget calls and provide financial updates
• Negotiate budgets with stakeholders for areas of accountability
• Deliver services within approved budget constraints
• Compile data and work with Finance team for budget forecasting
• Review and approve expenditures within delegated authority
Safety Leadership
• Act as visible safety leader and coach proactive safety behaviors
• Ensure regulatory, JLL and Client safety standards are met
• Ensure EHS devices are in place (PPE, LOTO devices)
• Report EHS near misses, incidents and best practices
• Support accident and injury investigations
• Establish regular EHS self-inspection routines
• Ensure risk assessments and method statements are in place for all work
Quality Management System
• Ensure team adherence to governing SOPs and quality policies
• Lead quality culture and embed quality risk management into decisions
• Support GMP incident root cause investigations and CAPA implementation
• Participate in regulatory and customer audits
• Review change controls, deviation investigations, and qualification protocols
• Manage GMP spare parts identification and documentation
• Ensure infrastructure and compliance documentation is up-to-date
Review and Approval Responsibilities
• Review internal or external change requests with technical expertise
• Prepare or review GMP/EHS relevant incident/accident reports
• Review services contracts and Purchase Orders from technical perspective
• Prepare or review resource additions or staff resignation documentation
• Provide approvals for similar roles as deputy in absence
• JLL internal DOA approvals (procurement, financial, HR, etc.)
Team Leadership and Development
• Hire, supervise, and manage site staff
• Develop training matrices and ensure team competency
• Recruit, select, train, and appraise performance
• Ensure robust personal development and performance management
• Optimize business processes and drive continuous improvement
Client and Vendor Management
• Develop partnerships and healthy customer relationships
• Coordinate vendor activities and contract management
• Negotiate budgets and deliver services within financial constraints
• Provide regular reporting on KPIs, costs, EHS, incidents, and spare parts
• Review vendor invoices and certify work completion
Compliance and Regulatory
• Act as visible leader for compliance issues and reinforce JLL values
• Ensure team follows ABAC policy and regulatory requirements
• Complete mandatory compliance training for team
• Support regulatory audits and provide GMP-relevant audit support
EDUCATION, QUALIFICATION, EXPERIENCE AND CAPABILITY
Essential Requirements
Education:
• Bachelor's degree in Mechanical Engineering, Electrical Engineering, or relevant engineering discipline
• Strong engineering background with demonstrated technical expertise
Experience:
• 5-8 years of experience in engineering operations and facilities/process equipment maintenance
• 5+ years facilities/equipment maintenance in GxP environment
• 5+ years team management experience
• Extensive experience maintaining HVAC systems in critical environments
• Proven experience working independently with minimal supervision
• Experience with engineering review and approval processes
• Budget management experience with P&L responsibility
Technical Skills:
• Ability to read, interpret, and understand complex engineering drawings and technical specifications
• Strong mechanical and electrical engineering knowledge and troubleshooting skills
• Proficiency in HVAC system design, operation, and maintenance
• Comfortable with technical review and approval responsibilities
Safety Qualifications:
• Bizsafe Level 2 certification (mandatory)
• Knowledge of local EHS regulations and procedures
• Understanding of GMP and regulatory safety standards
Transportation:
• Own transportation required for emergency response and after-hours site visits
Knowledge and Skills:
• Local regulations requirements for site facilities management
• Detailed requirements for GMP utilities (CU, HVAC, EMS)
• GxP quality system requirements (deviation, change control, CAPA)
• Instrument calibration program familiarity
• Advanced troubleshooting and analysis capabilities
• Strong decision-making skills for independent work
Desirable Qualifications
Experience:
• Client audits, regulator audits (FDA, cFAD) experience
• Capital project management
• International company working experience
• Advanced HVAC system commissioning and validation experience
Education:
• Professional Engineering (PE) certification
• Advanced degrees in Mechanical or Electrical Engineering
Safety:
• Higher Bizsafe levels (Level 3 or above)
• Additional safety certifications relevant to pharmaceutical manufacturing
Technical Knowledge:
• Life Science/Pharma/Biopharma process knowledge
• Advanced engineering design standards and codes (ASHRAE, ASME, IEEE)
• Maintenance excellence knowledge (FMEA, RCA)
• GEP knowledge (ASME)
• Lean Six Sigma knowledge
• CMMS/CMS and automation systems operation (BMS, EMS, SCADA)
• Building automation and control systems expertise
